Something that I heard while leveling my Rogue was that "poisons" (aka Bleed effects) were overwhelming vrs stuns. That I should go that route unless I'm in a group boss fight.
They were right. Here's why.
The following is purely heresay and has been based upon my own proctesting (nothing but auto-attacks, no specials, etc)
Chain Bleed Proc Rate ~17%
The problem: Whenever your Chain Bleed does proc, the damagebase [onhit] is based directly upon what current rank of Bleed that you have. Meaning at Level 24, when you get Chain Bleed, an "average" geared rogue will get essentially a no-mana, instant and extra attack that where not only does the DoT stack with your current (cdbased) Bleed, but chain bleed can proc off of itself, while very rare I have had it happen a couple of times already.
Chain Stun Proc Rate ~5%
The Problem: If mobhealth<=35%, will have a chance of also applying a knockback; which it doesn't take much to understand a 4s stun on a knockback mob will mean by the time you get back to attacking the mob, the stun is over. Making the ability almost trivial at best. It applies no bonus damage and can be more harmful than beneficial. ------------------------------------------------------------------------------------------- Cross Classing
The strategy is almost in the complete opposite of the spectrum. Although the primary problem exists that CB/CS is on such a low bufftimer that it's almost pointless do apply them while class switching.
Chain Bleed performs normally at about a 16-17% proc base on your secondary class, because it has no Bleed ability to base itself off of, the DoT will tick basing on the current rank of your rogues bleed DoT effect. Which is strange. At 28 it will DoT for roughly 68-72 per tick, for 12 seconds. Not a lot of output when compared to using as a rogue.
Chain Stun seems to be working properly on Cross Class. The proc rate is upped significantly (possibly because my secondary is a hunter) and the proc on the stun is up to about 20% and I have yet to have it perform a knockback on the mob. I typically have a stun twice a fight.
I am fine with Chain Bleed being where it is right now, because it's one of the things that keeps rogues on par with other DPS classes later on and gives them a little more flexibility, but I feel that Chain Stun is in serious need of review and quite possibly a power tweak to make it more acceptable by serious players. Either that or make the chain spells cross stackable.
I could only make a lot of theoretical insight as to why/how this is happening but would like some insight from the staff.
Minor Edit: This is simply a demonstration of what i'm talking about taken straight from my combat log, while mounted. So there's no confusion.

If you notice that in cross class, I still get the functioning of Chain Bleed but the proc does not register in the combat log, but the debuff is active and the damage does happen.
*Chain Bleed Effect, but functioning off of an improper Bleed skill due to Chain Bleeds mechanics the 68-72 damage tick is also not registering on the combat log. ²Chain Bleed having an effective proc off of itself before the next melee swing.
